Author’s Note, September 7, 2020 – The original version of this essay included a suggestion for legislation by which the U.S. government could temporarily limit lawful migration in response to crisis; a detailed proposal in that case, however, proved both redundant – there already exists, in large part, legal authority to carry out such a restriction – and incapable of being articulated in sufficient detail within the format of these essays. Therefore, I removed it. I also added an additional footnote on page 7 and adjusted some wording so as to make clear that the proposal regarding dual citizenship does not envision revoking a person’s U.S. citizenship without their consent, which holds much potential for abuse.
